Organizational and control department interacts with the apparatus departments, the heads of government agencies and other organizations. Monitors compliance with the regulations of the work of the staff of its employees and the execution of acts of the President, the Government, orders and instructions of the city and district akim. It prepares and organizes elections to the Senate and Mazhilis of the Parliament of the Republic of Kazakhstan. Department of internal policy and social sphere interacts with the media, public, political parties, religious and non-governmental organizations, cultural centers. It provides communication and coordination of activity of territorial bodies for the implementation of programs and comprehensive actions in the field of public consent, language development, migration and demography. It conducts advocacy. Organizes sports and cultural events in the area. Within the framework of its competence, cooperates with health organizations, education, labor and social protection.

Department of interacts with the Office of Entrepreneurship and Industry, district structures, as well as trade and service organizations. It is represented by the akim's apparatus in state bodies and public organizations on issues of entrepreneurship.

The landscaping department monitors compliance with the "Rules for improvement, sanitation and gardening of the city of Astana", "Procedure for the production of works associated with the destruction of road surfaces, sidewalks, lawns and other objects, elements of urban economy in the city." Department of civil registration organizes the state registration of civil status documents: birth, death, marriage (matrimony), the dissolution of marriage (matrimony), adoption (adoption), paternity, change of name, patronymic, surname changes, additions and corrections, recovery, cancellation of civil vital records status, as well as the issuance of repeated certificates, certificates and copies of the documentary records of civil registration in the territory of the Republic of Kazakhstan.
